CUMI, PEMT, Poor Relief & Police …parts of the Safety Net

CUMI receives telephone requests for outreach assistance to deal with persons living on the streets as homeless or with mental disorders who are creating social problems. 

These are documented at CUMI with what assistance can be given.

All requests to respond to incidents/crises relating to mental health issues are referred to the Psychiatric Emergency Maintenance Team (PEMT) c/o the Cornwall Regional Hospital Psychiatric Department:   Telephone: 876-684–4108 or 876- 952-5100-9

The Mental Health Officers (MHO team) and the PEMT ambulance/bus are the health professionals who respond to community needs.


Requests for assistance to address social issues are referred to the 
Poor Relief Office Telephone: 876-952-2683 and the St. James Parish Council 876-952-5500-2

Referrals to CUMI Day Centre for rehabilitation are made by the Psychiatric Department or the Community Health Centre’s Mental Health Professionals.

Poor Relief:  The Welfare/Social Benefit Department:

This Department provides assistance to the economically poor by way of the PATH (Poverty Alleviation Health and Education) programme and for those eligible contributors through the National Insurance Scheme (NIS).

This service comes under the auspices of the Poor Relief Department/ St. James Parish Council.

The Role of the Police

The Act also provides for persons who may be of danger to themselves or society to be apprehended by the police and then taken to the appropriate service place of safety.

Citizen requests or complaints should be referred to Psychiatric Emergency Maintenance Team at the Cornwall Regional Hospital (P.E.M.T).
